Litter and Illegal Dumping Management Framework (LIDMF)

This website forms the Queensland Government’s Litter and Illegal Dumping Management Framework (LIDMF), a headline action of the The Keeping Queensland Clean: the Litter and Illegal Dumping Plan.

The main aim of the LIDMF is to help land managers identify actions they can take to reduce and manage waste pollution. It also provides scientific information on litter and illegal dumping across all sectors and regions of the state.

The LIDMF is a holistic biophysical management framework that examines the many sources of waste pollution, the pathways that move waste through the environment and the impacts of waste on human health, animals and the environment. For example, using plastic sheeting is legal, but if it is disposed of inappropriately it can break up into smaller fragments that can enter the soil and water, resulting in environmental contamination.

Successful change involves consultation and cooperation with all parties involved. Consultation can identify opportunities, assist decision making and help ensure any new ideas work effectively in practice. Extensive consultation for the Litter and Illegal Dumping Management Framework (LIDMF) project was undertaken. An advisory group was formed to oversee the LIDMF and the development of attribute-based classification scheme. The advisory group ensured the materials developed were to provide governance, coordination and support strategic direction.

At the centre of the LIDMF is an attribute-based classification scheme that examines waste in its component parts. This allows littered and illegally dumped waste to be described in its original form (for example, a plastic bottle) but also allows the waste to be tracked as it moves through the environment and impacts certain places (for example, as it breaks up into microplastic and contaminates soil). This ensures that waste data and management actions are objective and complete.

The LIDMF is a holistic biophysical management framework that examines the many sources of waste pollution, the pathways that move waste through the environment and the effects of waste on human health, animals and the environment.

It should be noted that the LIDMF records all waste movement entering and moving through the environment. This includes wastes that are both legally and illegally deposited, and which may become waste pollution though a range of processes. The LIDMF does not imply that all wastes and activities listed in this framework are from illegal activities.
